The Navodaya Vidyalaya system is a unique experiment, unparalleled in the annals of school Education in India and elsewhere. Navodaya Vidyalayas are run by Navodaya Vidyalaya Samiti which is an Autonomous Organization under the Ministry of Human Resource Development, Department of Literacy and School Education. The Samiti is having its Headquarter at NOIDA (UP) and eight Regional Offices at Bhopal, Chandigarh, Hyderabad, Jaipur, Lucknow, Patna, Pune and Shillong.

Co-educational residential schools called `Jawahar Navodaya Vidyalayas’

  • One in every district of the Country.
  • Location – in rural areas.
  • Free education including boarding & lodging.
  • Medium of Instruction – Regional Language from Class-VI to VIII and Hindi & English thereafter.
  • Student Exchange Programme – Migration of 30% students at Class-IX for one academic year from Hindi speaking districts to non-Hindi speaking districts and vice-versa.

One of the important features of the Navodaya Vidyalaya Scheme is the Migration Scheme of students from one Navodaya Vidyalaya in a particular linguistic region to another Vidyalaya in a different linguistic region. It aims at promoting understanding of the diversity and plurality of India’s culture and people amongst the students. According to the Scheme, 30% of children from one JNV are migrated to another JNV at Class – IX level. Migration takes place generally between Hindi Speaking and Non- Hindi Speaking districts. In the Hindi-speaking districts, the third language taught is the language of the students migrating to that Vidyalaya from a non-Hindi region. In non-Hindi regions, JNVs follow the normal three-language formula, viz. regional language, Hindi and English with Hindi/English as medium from Class-VIII or IX.

MODE OF ADMISSION IN JNVs :

At Class-VI level through an admission test conducted by CBSE on All India basis. 75% seats reserved for rural students. Reservation for SC & ST as per actual population in the district concerned subject to a minimum of national average but subject to a maximum of 50% for both the categories (S.C. & S.T.) taken together. 33% seats reserved for girls and 03 seats for disabled children.

Lateral admission started in Class IX (2003) and XI (2005) against vacancies.

  1. 62 New JNVs were sanctioned in November 2016 with the approval of Government. Out of these 32 JNVs are being made functional during the current year. This involves major engagement related to transfer of land for permanent construction and handing over of temporary accommodation for starting of the school by State Government. This task has been achieved within a record time of 8 months

    1. Liaison with the State Governments for Identification, allotment and transfer of Land for permanent construction in the name of NVS, free of cost and encumbrances.

  3. Advance Actions have been taken up for conduct of selection test and other arrangements. On getting the permanent land the schools are being made functional

Trainings are arranged by a small team drawn from the sanctioned strength of JNVs. Resource persons from outside are This is a greater challenge. If new posts are created for these centres, staff of JNV can be relieved and regular activities can be carried smoothly.

As on 31.03.2016, large number of vacancies of Principal, Vice Principal, PGTs, TGTs, Miscellaneous Category of Teachers, Regional Language Teachers and Non-teaching cadre were vacant in Jawahar Navodaya Vidyalayas, detail as given under:

Keeping in view the academic interest of the students foremost, priority was given to fill up the vacancies of teachers first. A massive recruitment drive was undertaken by publishing an advertisement in the Employment News dated 10-16th September, 2016 for filling up of vacancies of Assistant Commissioner, Principal, PGTs, TGTs, Miscellaneous Category of Teachers, Regional Language Teachers on direct recruitment basis. It was categorically mentioned in the advertisement that majority of vacancies are in North East Region and Hard & Difficult Stations. This recruitment drive 2016 was undertaken for filling up of 2328 vacancies.

To ensure the transparency and fairness in the recruitment, credible recruitment agency was searched and in consultation with Ministry and EC, CBSE was requested to take up the direct recruitment process. The main features of the recruitment process are as follows:-

1. Development of recruitment portal designed by the CBSE (Recruitment Agency) in consultation with NVS for seeking online applications from the eligible candidates.
2. Encrypted personal data of Candidates for maintaining the secrecy
3. OMR based Written examination at different stations all over country.
4. Scanning of OMR sheets at the Exam centres and then online uploading it
5. Video coverage of the examination
6. Examination was conducted at centers all across the country on 04.12.2016 & 11.12.2016.
7. Uploading of OMR Sheets together with the answer keys in r/o all the candidates appeared in the written examination on the designated recruitment portal for information of all concerned with the provision to download it after conduct of written examination
8. All communication with the Candidates through portal so that human interfacing is minimum to reduce corrupt practices

On the basis of this recruitment drive 2016, 02 posts of Assistant Commissioner and 102 posts of Principal have already been filled up. Recruitment process to fill up 838 posts of PGTs has been completed and offer of appointment to shortlisted candidates have been issued. With this more than 95% posts of teachers have been filled up in the north east.

To reduce subjectivity in the recruitment process and as per Government policy of reducing or eliminating interview marks in recruitment process, following steps were taken:-

1. Reduction in Weightage of interview marks from 20% to 10% in case of PGTs
2. No interview in case of TGTs
3. Merit list on the basis of joint marks of Written and interview instead of qualifying marks in interview.

As skills and Trade are involved for the post of Miscellaneous Category of Teachers (Art, Music & PET), interview are to be conducted. List of shortlisted candidates for interview to fill up 274 vacancies of Art, Music & PET (Male & Female) teachers has been uploaded on the website of the Samiti as well as designated recruitment portal for information of all concerned. Interviews are proposed to be conducted shortly. As interview is also dispensed with for Regional Language Posts, Verification of documents / eligibility of candidates for 244 vacancies is also proposed to be completed shortly.

DPC for promotion of PGTs to the post of Vice Principal has been convened and 33 PGTs have been promoted to the post of Vice Principal. Rest of vacancies of Vice Principal could not be filled up due to non-availability of ST candidates in the zone of consideration.

Steps taken to ensure the transparency and fairness in recruitment drive 2016 viz. calling applications online through designated online portal, uploading of OMR sheets together with Answer Keys on the recruitment portal for information of all concerned proved immensely beneficial in following ways:

i) RTI queries are almost negligible
ii) No legal issue has cropped up till date related to recruitment drive 2016.

Non-teaching posts:

Recruitment to the non-teaching posts was being done by respective Regional Offices. However lot of complaints and discrepancies were found and all pending process has been cancelled. To ensure the transparency, fairness and same methodology, it has been decided to centralize the recruitment of non-teaching posts however, application will be received region wise for these posts.

An MOU has already been signed with Ed CIL and work related to conduct of online written examination for direct posts and LDE for promotional posts has been assigned to Ed CIL. As some of the ROs have already initiated the recruitment process viz. issuance of advertisement, calling of application etc., they were asked to submit all the records to Ed CIL for consolidation and data entry. All the ROs have reportedly submitted their data of recruitment to Ed CIL and all the data entry has also been completed by the agency. A draft centralized recruitment advertisement has also been attempted and being finalized. Efforts are being made to complete the recruitment of Non-Teaching posts and LDE for promotional posts by conducting online examination shortly. It will be completed by December, 2017.

The transfer policy approved in 2012 were implemented as per policy enshrined therein with some modification in light of different policy of Government of India like disability, serious medical ailments and Spouse ground as in guideline issued vide Samiti’s letter dated 20.1.2016 for Annual Transfer Drive 2016. The transfer guidelines precisely stipulated that the transfer in Annual Transfer Drive 2016 would be effected in the following order of priorities:-

  1. Transfer of physically handicapped employees irrespective of their tenure in the present place of posting.
  2. Transfer of employees suffering from serious ailment (as mentioned in the transfer policy) irrespective of their tenure in the present place of posting.
  3. Transfer of employees completing mandatory tenure in hard and difficult station.
  4. Transfer of employees having working spouse posted in separate place for the purpose of unification irrespective of their tenure in the present place of posting.
  5. Transfer of employees willing to get transfer to hard and difficult station.
  6. Transfer of employees serving in plain area (not declared hard and difficult area) who have completed the normal tenure in their present place of posting.

In the year 2016, to made transfer a stepping stone towards digitalization, bring in more transparency, dissemination of volume of information, scrutinize applications against transfer notifications, their acceptance, placing of relevant information stage wise, bring accountability to candidates desirous for transfer, NVS, after having approval of Executive Committee has introduced ONLINE transfer process in all its transfer of various posts from 2017 year in a phased manner. The Online Transfer through designated portal has been outsourced to a third Government Agency i.e. iNTEXTB, an undertaking of Government of Gujarat.

Under this automation, all teachers and staff put their details regarding posting and their tenure, any special condition like disability, serious medical ailment, spouse posting etc in a prescribed proforma. Actual vacancies and deemed vacancies are put on website/portal in public domain. The teacher and staffs can give their unlimited choice as per availability. The analysis of these data are software based programmes and their results are fully automatic without any manual interference. It is being conducted in two rounds wherein the applicants who could not get their choice posting in first round can apply in resultant vacancies in second round.

The Samiti has successfully completed the online transfer of PGTs & TGTs and thus has ensured lot of satisfaction amongst the staff. Transfer of all other cadres through this online portal is under progress.

 

CONSTRUCTION ACTIVITIES

As per the policy of the Government, one Jawahar Navodaya Vidyalaya is to be established in each district. Accordingly, Navodaya Vidyalayas sanctioned up-to 2015 is as below:

JNVs have been constructed in two patterns: CBRI type design (constructed during 1986 to 1997), CPWD type design since 1998 till now being constructed.

All JNVs are managed through 8 Regions Offices i.e. Bhopal, Chandigarh, Hyderabad, Jaipur, Lucknow, Patna, Pune and Shillong. Each JNV has provision for a full-fledged campus with sufficient classrooms in school building, dormitories for 576 students, Staff-quarters 42nos., dining-hall and other infrastructural facilities viz. play-grounds, workshops,library and labs etc.

The construction of JNVs is completed in three Phases i.e. Phase-A, Phase-B & Phase-B (Balance).62 JNVs also have been sanctioned by the Ministry of HRD in December-2016.Thedetails of 660 JNVs are as under as on 30.06.2017:

  1. Total JNVs sanctioned = 660 (62 new)
  2. Functional JNVs = 595(3 non-functional)
  3. JNVs Functioning at Permanent Site = 551
  4. JNVs Functioning at Temporary Site = 045
  5. Phase-A construction work sanction = 591
  6. Phase-A construction work on-going = 40
  7. Phase-B construction work sanction = 529
  8. Phase-B construction work completed = 477
  9. Phase-B construction work on-going = 52

Apart from above following activities being undertaken in JNVs is submitted below:

  1. Total 500 of construction projects were going on Dec 2015 and they were long pending going on slow progress for long time. Consistent efforts have been made since then and the total no. of on-going projects has reduced to 198.
  2. In CBRI pattern of JNVs, double decker type of beds (consisting of MS sections) in the dormitories were provided. The condition of the beds has deteriorated badly in the past due to regular use apart from functional difficulties. An initiative has been taken to convert the double decker beds into RCC single tier beds which have long durability and better functional use.
  3. In many JNVs the strength of girl students is more than 33% (min. required) and for which the logistics i.e. Dormitories are provided. Additional dormitories are provided for girl students in such JNVs where girl student strength is more.
  4. Improvised procedures and online monitoring projects is being done which has resulted into restart of long pending suspended projects along with the completion of the projects within the stipulated time e.g. Jammu-II, Ujjain-II, Banswara-II, Sitapur-II.
  5. Efforts are being made to implement grid connected roof top solar power projects in 252 JNVs under RESCO model which will generate the electricity for own use and excess shall be fed to Power Grid. Implementation of this scheme shall have the overall impact in reducing carbon footprint.
  6. Energy Audit of NVS HQ is being arranged through ISTSL, A govt. undertaking, in order to reduce overall load of energy bill, reducing carbon footprint.
  7. Geo-mapping/Geo-tagging of all JNVs along-with ROs/NVS HQ has already been done.

Approximately 250 Vidyalayas had been constructed on CBRI design pattern from 1986 to 1997 and approximately 300 JNVs have been constructed in CPWD design pattern. Since its construction in the beginning years the requirement of maintenance was limited due to new construction. But later the requirement of maintenance grew but the budget allocation and emphasis on maintenance did not rise, as a result the M&R remained neglected area in JNVs. As the years passed, the rate of deterioration of the buildings increased at exponential rate. A detailed report in this regard consisting of present condition JNV wise along-with photographs and realistic fund requirement has been submitted to the ministry vide letter dt. 03.08.2017. In general site selected in initial phases were of poor quality and standards / norms for construction was also kept very low. With our limited resources following steps have been taken.

a) In order to take proper care of day-to-day maintenance requirement in each JNV, annual fund requirement limit per JNV has been proposed to be raised to Rs. 10 lac which has been duly concurred by CCC.
b) Similarly annual limit of Annual M&R/Emergency Repair at Regional Office level has also been proposed to be raised to Rs. 2.00 Crore from existing Rs. 1.00 Crore, which also been concurred by the CCC.
c) In order to execute the day today M&R in JNVs, each RO has been directed to hire on contract basis 3 JE(C) per RO, which shall assist the principals in executing M&R activities in each JNVs and also supervise & monitor the on-going projects in the region.
d) Major maintenance has been planned to be undertaken in phased manner as per the proposal submitted to the ministry in the detailed report submitted vide letter dt. 03.08.2017 to prevent further deterioration of the old dilapidated buildings provided the sufficient budget allocation is made under M&R funds. This year around 60 JNVs have been selected for major special repair at a cost of about Rs 240 crore in the year 2017-18 and 2018-19.
e) Along-with undertaking major maintenance in old JNVs, it is also planned to up-grade the existing specifications to the latest specifications being implemented in new JNVs being constructed.
