An Official Language is a language, declared for transacting the official work of a particular country or state. Hindi in Devanagri script has been declared as the Official Language of the Union. At the same time Article 351 of the Constitution entrust the duty to the Union to promote the spread of the Hindi language to develop it so that it may serve as medium of expression for all the elements of the composite culture of India.
NVS is making continuous efforts to ensure implementation of the provisions of Official Language policy of the Government. Official Language workshops and seminars/meetings are being organized once in every quarter, so that interest can be created among the officers and staff to work in Official Language. Such Workshops are also being organized by Regional Offices and JNVs.
A Rajbhasha Manual has been published by NVS, which contains Official Language policy of the Union, orders relating to implementation of Official Language policy, notification under Rule 10(4) of Official Language Rules, 1976, bilingual form, standard draft etc. Rajabhasha Magazines are also being published by NVS Hqrs, Regional Offices & JNVs to promote Hindi among the staff and students of NVS.
Hindi Pakhwara is celebrated from 1st September to 15th September every year with zeal and enthusiasm, in all JNVs, Regional Offices & NVS Hqrs, as per guidelines issued by Department of Official Language.
A Departmental Official Language Implementation Committee has been constituted in NVS Headquarters and all its Regional Offices & JNVs for effective monitoring and suggesting the measures for implementation of Official Language policy. Meeting of Departmental Official Language Implementation Committee is conducted once in every quarter.
Official Language inspections of NVS Hqrs, Regional Offices and JNVs are being carried out by Parliamentary Committee of Official Language, Department of Official Language and Ministry of Human Resource Development from time to time. Apart from it Official Language inspection of Regional Offices and JNVs are conducted by NVS Hqrs and Regional Offices, respectively as per the target prescribed in the Annual Programme, issued by Department of Official Language, Ministry of Home Affairs, Govt. of India.
