( An Autonomous Body Under Ministry of Education ) Government Of India

Navodaya Vidyalayas are affiliated to CBSE and offer free education to talented children from Class-VI to XII. Each Navodaya Vidyalaya is a co-educational residential institution providing free boarding and lodging, free school uniforms, text books, stationery, and to and fro rail and bus fare to students. However, a nominal fee @ Rs. 600/- per month is charged from students of Classes- IX to XII as Vidyalaya Vikas Nidhi. The students belonging to SC/ST categories, girls and children of the families Below Poverty Line (BPL) are exempted from payment of this fee. VVN is collected @ Rs. 1500/- per student per month from the students whose parents are Govt. Employees

Extreme hard and difficult station JNVs  

11 JNVs – Kargil, Leh, Lahaul Spiti, Car Nicobar, North & Middle Andman, Mincoy (Lakshdweep), Tawang, Anjaw, Dibang Valley, Jaislmer & Kutch

 @ Rs.20,205/- Per student per year

(Rs.2245/- per student per month for 9 months)

In addition, for miscellaneous mess expenditure including fuel for cooking, cleaning/ washing and wages for casual workers engaged for cooking, an additional amount of Rs. 427/- per child per month (for 9 months) is also approved

Uniforms

(i) Rs. 2772/- per student per annum for JNVs located in temperate climate/costal areas. – Andhra Pradesh, Telangana, Kerala, Odisha, Karnataka, West Bengal, Gujarat, Daman & Diu, Maharashtra, Goa, Dadra & Nagar Haveli, Andman Nicobar, Puducherry and Lakshadweep.

 

(ii) Rs. 3465/- per student per annum for JNVs located in extreme summer and normal winter areas – Punjab, Haryana, Rajasthan, Delhi, Uttar Pradesh, Bihar, Jharkhand, Chattisgarh, Madhya Pradesh and Chandigarh.

 

(iii)Rs. 3881/- per student per annum for JNVs located in extreme winter areas.  UTs of Jammu & Kashmir, Ladakh, States of Uttarkhand, Himachal Pradesh and North Eastern States.

 

Text books

No change. Expenditure of text books will be on actual basis as per text books rates of NCERT.

Student Misc. expenditure i.e. direct expenditure on student related to stationary, travel, medical, CBSE fees, Daily allowance during journey, Honorarium to part time Doctor etc.

Consolidated amount @ Rs. 1940/- per student / per year for all Misc. Expenditure on students will be disbursed.

However, indicative amount for different items will be as under

(i) Medical Expenses @ Rs. 42/- per child per month for 09 months = Rs. 378/-

(ii) Stationery – Rs. 118/- per student per month for 09 months = 1062

(iii) Appointment of part time Medical Officer/Doctor

  1. a) Honorarium to be  paid Rs.21,000/- per month  if the distance of JNV is more than 10 Km from the Taluka Hq and more than 25 Km from Dist. Hq (9 x 21000 = 1,89,000/-) and in JNVs located in hard and difficult stations. 
  1. b) In other JNVs it is Rs 6,930 per month (9 x 6930=62370/)

 (iv) CBSE fees – Actual

(v) Travel Expenses –@ Rs. 27/- per child per month for 09 months = Rs. 243/- for local journey.

Actual III AC class in  rail/ AC bus fare for outstation official  journey.

 (vi) Daily allowance to student during journey only for participating in various events/activities outside the JNV. - Rs. 347/- per day per student.

     

 

  1. Under Computer Education Programme, I.T. Accessories, educational softwares and absolutely required hardwares can also be procured.
  2. Service of experts can also be utilized by the institution for promotion of sports, yoga adventure activities etc.
  3. Expenditure on educational Excursions need not be restricted to migrated students. However, excursions to the places of Historical importance, cultural and scientific interest shall be organized for all children.
  4. Expenditure for specialized training on cultural importance like Bharatnatyam, Kuchippudi, Mohiniyattom. Folk Dance, SPICMACAY programme, Art in Education etc. can also be met from this fund.
  5. Expenditure on Safety and Security, Health care, providing academic tools, quality improvement activities like, providing clean drinking water, hot water facilities, clean toilets with tiles paved on the toilet floor, providing reading room facilities etc. can also be taken up.

 

JNVs are also allowed to utilise VVN  w.e.f. 1.1.2018 for  following types of expenditures:

  1. Installation of CCTV camera in  the common area.
  2. Maintenance of CCTV   in the schools.
  3. Engaging the services of security personnel by outsourcing at the rate 2 personnel per school.
  4. Engagement of counselors on the part-time basis as per the approved norms.

NVS has adopted “zero tolerance policy’ as regard safety and security of students. Comprehensive guidelines have been issued in this regard time to time. Principals and Teachers have been educated about the importance of safety and security of children through various induction courses and the outcome has been found to be good.

  1. A full time Staff Nurse is appointed in each JNV to deal with emergency.
  2. It has been approved to appoint part-time doctors to visit JNVs for two hours every day on all working in respect of (a)  All JNVs located in hard and difficult areas and 0ther JNVs which are located beyond a distance of 10 kms. from Tehsil Hqrs. and  25 kms. from District Hqrs. (b) In other JNVs, 2 visits of Doctor per week to the Vidyalaya. (C)Additionally, Counsellors/Dentists/Eye Specialists, appointed by the Vidyalaya for the welfare of the students will also visit on need basis.
  3. In addition to it, facility of Vehicle to respond in case of any emergency is also provided.
  • Necessary instructions have been issued to JNVs for ensuring safety of students from fire accidents by installing adequate number of Fire Extinguishers and MOEFA.
  • Protection of Children from Sexual Offences Act 2012 has been implemented in JNVs. Necessary instructions have been issued regarding prevention of Sexual Abuse of Girl Child. A School Complaint Committee (S.C.C.) should be set up in each JNV to serve as complaints and redressal body. This Committee shall be chaired by the Principal/Vice- Principal of the school, and shall consist of five other members, i.e. one male teacher, one female teacher, one female student, one male student and one non-teaching staff member. Each Regional Office shall have a Cluster Complaint Committee (C.C.C.), with the Assistant Commissioner in-charge of the Cluster as its Coordinator. In addition, each of these Committees shall have a female officer as a member.

Instructions have been issued to JNVs for a strict ban on corporal  punishments.
