GUIDELINES

1. Introduction

To promote the Youth Parliament programme of the Ministry, a dedicated web-portal has been developed by the Ministry of Parliamentary Affairs.This portal contains various e-training resources in the form of tutorials, literature, training videos, etc.for e-training and self-learning of the participants.The portal will be used for implementing and monitoring of the Youth Parliament programme of the Ministry.

2. Objective

The objective of the web portal of Youth Parliament is to strengthen the roots of democracy, inculcate healthy habits of discipline, tolerance of the view of others and to enable the student community to know about practices and procedures of the Parliament.

3. Who can participate in scheme?

All recognized educational institutions of the country are eligible to participate in the ‘Portal Based Youth Parliament Programme’.

4. Participation under the programme

The registration of participation shall be done through the Youth Parliament portal. The schools/ institutions shall be able to register themselves through Aadhaar credentials of Principal/ Head/ Registrar/ Dean or as may be prescribed from time to time.

5. Duration of Youth Parliament sitting

The duration of the sitting of the ‘Youth Parliament’ should not exceed one hour.

6. Subjects for discussion at the Youth Parliament

The subjects to be selected for discussion in Youth Parliament should be as far as possible non-controversial. Matters raised in the Youth Parliament may relate to the subjects of welfare activities, defence of the country, social justice, social reforms, economic development, communal harmony, education, govt. welfare schemes, health, student’s discipline etc. No direct or indirect remarks may be made in the speeches so as to cast aspersion on the political parties or leaders/ persons etc. Every year a common theme on Government policies and programmes may be fixed for Youth Parliament.

7. Language

The participants may speak in any Scheduled language preferably in Hindi and English.

8. Venue

Each institution shall hold the Youth Parliament sitting in its own premises.

9. Number of Participants in the Youth Parliament

Each Youth Parliament sitting may consist of about 50-55 students.

10. Selection of Students

Schools shall select students of class IX to XII with the approval of their principal for Kishore Sabha of Youth Parliament. Similarly, Universities/ Colleges shall select students of Under Graduate and Post Graduate levels with the approval of their Registrar/ Dean for Tarun Sabha of Youth Parliament.

11. Outline of the programme

(a) The programme envisages Kishore Sabha for the students of Class IX to Class XII and Tarun Sabha for the students of Under Graduate/ Post Graduate level .
(b) All recognized educational institutions of the country, who are willing to participate in the Youth Parliament Programme, have to register themselves on the web-portal. After successful registration, they will be able to conduct youth parliament programme in their respective institutions.
(c) To ensure effective implementation of the scheme, the participating institutions may invite an MP/ex-MP/ MLA/ Ex-MLA/ MLC/ Ex-MLC or a Person of eminence as the Chief Guest who would oversee the performance of the Youth Parliament sitting of the institution.
(d) The institutions shall upload the reports and photos/ videos of Youth Parliament conducted by them on the web portal for scrutiny and verification by the Ministry.
(e) If reports and photos/ videos of Youth Parliament are found to be in order after scrutiny and verification, participating students will get digital “Certificate of Participation” and teachers-in-charge / head of institutions will get digital “Certificate of Appreciation” for the programme.

मंत्रालय के युवा संसद कार्यक्रम को बढ़ावा देने के लिए, संसदीय कार्य मंत्रालय द्वारा एक समर्पित वेब-पोर्टल विकसित किया गया है। इस पोर्टल में ई-प्रशिक्षण के लिए ट्यूटोरियल, साहित्य, प्रशिक्षण वीडियो आदि के रूप में विभिन्न ई-प्रशिक्षण संसाधन शामिल हैं। और प्रतिभागियों की स्व-शिक्षा। मंत्रालय के युवा संसद कार्यक्रम के कार्यान्वयन और निगरानी के लिए पोर्टल का उपयोग किया जाएगा।

2. उद्देश्य
युवा संसद के वेब पोर्टल का उद्देश्य लोकतंत्र की जड़ों को मजबूत करना, अनुशासन की स्वस्थ आदतों को विकसित करना, दूसरों के दृष्टिकोण के प्रति सहिष्णुता और छात्र समुदाय को संसद की प्रथाओं और प्रक्रियाओं के बारे में जानने में सक्षम बनाना है।

3. योजना में कौन भाग ले सकता है?
देश के सभी मान्यता प्राप्त शिक्षण संस्थान 'पोर्टल आधारित युवा संसद कार्यक्रम' में भाग लेने के पात्र हैं।

4. कार्यक्रम के तहत भागीदारी
भागीदारी का पंजीकरण युवा संसद पोर्टल के माध्यम से किया जाएगा। स्कूल/संस्थान प्रधानाचार्य/प्रमुख/रजिस्ट्रार/डीन या समय-समय पर निर्धारित आधार प्रमाण-पत्रों के माध्यम से अपना पंजीकरण करा सकेंगे।

5. युवा संसद की बैठक की अवधि
'युवा संसद' की बैठक की अवधि एक घंटे से अधिक नहीं होनी चाहिए।

6. युवा संसद में चर्चा के विषय
युवा संसद में चर्चा के लिए चुने जाने वाले विषय यथासंभव गैर-विवादास्पद होने चाहिए। युवा संसद में उठाए गए मामले कल्याणकारी गतिविधियों, देश की रक्षा, सामाजिक न्याय, सामाजिक सुधार, आर्थिक विकास, सांप्रदायिक सद्भाव, शिक्षा, सरकार के विषयों से संबंधित हो सकते हैं। कल्याणकारी योजनाएं, स्वास्थ्य, छात्र अनुशासन आदि। भाषणों में कोई प्रत्यक्ष या अप्रत्यक्ष टिप्पणी नहीं की जा सकती ताकि राजनीतिक दलों या नेताओं / व्यक्तियों आदि पर आक्षेप लगाया जा सके। हर साल सरकार की नीतियों और कार्यक्रमों पर एक आम विषय युवाओं के लिए तय किया जा सकता है। संसद।

7. भाषा
प्रतिभागी किसी भी अनुसूचित भाषा में बोल सकते हैं, अधिमानतः हिंदी और अंग्रेजी में।

8. स्थान
प्रत्येक संस्था अपने परिसर में युवा संसद की बैठक आयोजित करेगी।

9. युवा संसद में प्रतिभागियों की संख्या
प्रत्येक युवा संसद की बैठक में लगभग 50-55 छात्र हो सकते हैं।

10. छात्रों का चयन
युवा संसद की किशोर सभा के लिए स्कूल नौवीं से बारहवीं कक्षा के छात्रों का चयन अपने प्राचार्य के अनुमोदन से करेंगे। इसी तरह, विश्वविद्यालय/कॉलेज युवा संसद की तरुण सभा के लिए अपने रजिस्ट्रार/डीन के अनुमोदन से स्नातक और स्नातकोत्तर स्तर के छात्रों का चयन करेंगे।

11. कार्यक्रम की रूपरेखा
(ए) कार्यक्रम में नौवीं से बारहवीं कक्षा के छात्रों के लिए किशोर सभा और स्नातक / स्नातकोत्तर स्तर के छात्रों के लिए तरुण सभा की परिकल्पना की गई है।
(बी) देश के सभी मान्यता प्राप्त शिक्षण संस्थान, जो युवा संसद कार्यक्रम में भाग लेने के इच्छुक हैं, उन्हें वेब पोर्टल पर अपना पंजीकरण कराना होगा। सफल पंजीकरण के बाद वे अपने-अपने संस्थानों में युवा संसद कार्यक्रम आयोजित कर सकेंगे।
(सी) योजना के प्रभावी कार्यान्वयन को सुनिश्चित करने के लिए, भाग लेने वाले संस्थान मुख्य अतिथि के रूप में एक सांसद / पूर्व सांसद / विधायक / पूर्व विधायक / एमएलसी / पूर्व एमएलसी या प्रतिष्ठित व्यक्ति को आमंत्रित कर सकते हैं जो उनके प्रदर्शन की देखरेख करेंगे। संस्था की युवा संसद की बैठक।
(घ) संस्थान अपने द्वारा संचालित युवा संसद की रिपोर्ट और फोटो/वीडियो वेब पोर्टल पर मंत्रालय द्वारा जांच और सत्यापन के लिए अपलोड करेंगे।
(ई) यदि युवा संसद की रिपोर्ट और फोटो / वीडियो जांच और सत्यापन के बाद सही पाए जाते हैं, तो भाग लेने वाले छात्रों को डिजिटल "भागीदारी का प्रमाण पत्र" मिलेगा और शिक्षकों के प्रभारी / संस्थानों के प्रमुख को डिजिटल "प्रशंसा प्रमाण पत्र" मिलेगा।
