Enrolment Policy
Admission in Jawahar Navodaya Vidyalaya is made on the basis of a Selection Test, designed and conducted by the CBSE. The test is called the Jawahar Navodaya Vidyalaya Selection Test (JNVST). It is of non-verbal nature, class-neutral and designed so as to ensure that talented children from rural areas are able to compete without facing any disadvantage. Special care is taken to ensure that children from far flung areas get admission forms free of cost, without any difficulty. Sufficient publicity is done through Doordarshan, All India Radio, local newspapers, pamphlets, Vidyalaya websites and through visits of Principals and teachers of Navodaya Vidyalayas to the local schools of the district.
Eligibility Conditions and Composition of the Test
Eligibility Conditions
For All Candidates
- (a) Only the bonafide resident candidates from the district concerned where the Jawahar Navodaya Vidyalaya has been located are eligible to apply for admission. The valid residential proof as notified by Govt. of India of the parent of the same district where the candidate has studied class V and appeared for the JNVST is to be submitted by the provisionally selected candidate at the time of admission. However, if the district where JNV is opened is bifurcated at a later date, the old boundaries of the district are considered for the purpose of eligibility for admission into JNVST, in case a new Vidyalaya is not started in the newly bifurcated district as yet. (b) Candidate has to reside in the district where he/she is seeking admission in the JNV located in the same District. Bonafide residence certificate of the parent is to be submitted at the time of verification of documents after the provisional selection. (c) Candidate has to study class V in any of the Govt. or Govt. recognized schools located in the same District. (d) Candidates who have passed class V before the session in which he/she has applied for selection test or repeated candidates are not allowed.
- A candidate seeking admission must be within the age group of 10 to 12 years. This is applicable to candidates of all categories, including those who belong to the Scheduled Castes (SCs) and Scheduled Tribes (STs). The provisionally selected candidate has to produce a copy of the birth certificate issued by Government authority concerned at the time of admission. This will apply to candidates of all categories, including those who belong to the Scheduled Caste (SC), Scheduled Tribe (ST) and Other Backward Class (OBC). In case of doubtful cases of overage in comparison to the age recorded in the certificate, they may be referred to the Medical Board for confirmation of the age. The decision of the medical board will be treated as final.
- A candidate appearing for the selection test must be studying in Class-V for the whole of the academic session in a Government/Government aided or other recognized schools or ‘B’ certificate competency course of National Institute of Open Schooling in the same district where he/she is seeking admission. The candidate who has not been promoted and admitted to class V before 31st July of the session in which he/she is applying for selection test is not eligible to apply. The candidate who has already passed/studied class V in all previous academic sessions is not eligible to appear in the selection test. A school will be deemed recognized if it is declared so by the Government or by any other agency authorized on behalf of Government. Schools where students have obtained ‘B’ certificate under National Institute of Open Schooling should have accreditation of NIOS. A candidate must successfully complete Class-V in the session in which he/she is applying for selection test. Actual admission in Class-VI will be subject to the mentioned condition.
- A candidate seeking admission to class VI must have studied and passed classes III, IV and V from a Govt. /Govt. aided/ recognized school spending one full academic session in each class.
- Candidates passing ‘B’ certificate competency course of National Institute of Open Schooling on or before15thSeptember of the year in which he/she is applying for selection test are also eligible to write admission test provided, they are in the prescribed age group. The students studying under the above scheme and residing in Urban and notified area are not eligible for obtaining seat in rural quota. The Rural/Urban status in r/o NIOS candidates will be decided on the basis of location of residence of the parent/candidate.
- No candidate is eligible to appear in the selection test for the second time, under any circumstances. Particulars filled by the candidate in the application form will be validated & if the candidate is found repeater, he/she will not be allowed to appear in the selection test. Admit card for such candidates will not be released. An SMS in this regard will be sent to the registered mobile number of the candidate.
- Under purview of section 4(4)(b)(ii) of Aadhaar act for which Ministry of Electronics & Information Technology (MeitY) has notified the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 on 05-08-2020 and in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), a child desires of availing the benefits under the scheme shall be required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication. Necessary notifications in respect of Navodaya Vidyalaya Samiti have already been released by the respective Ministry. Any child desires of availing the benefit under the scheme, who does not possess the Aadhaar Number or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar Enrolment subject to the consent of his/her parents or guardians before registering for the scheme, provided that he/she is entitled to obtain Aadhaar as per section 3 of the said Act and such children shall visit any Aadhaar Enrolment centre (list available at UIDAI website: www.uidai.gov.in) to get enrolled for Aadhaar. The JNVs are also having facility to register for Aadhaar Enrolment. This facility may be used for Aadhaar enrolment with necessary documents by the candidates. Data of the candidate/Parent will be validated using Aadhaar number with the Government portal. All personal details submitted by the candidate/ parents should match with particulars of Aadhaar and if required, the candidates should get details updated in Aadhaar. Till the time Aadhaar number is assigned to the child, he/she may register himself/herself after uploading the residence Certificate of parent issued by the competent Government Authority concerned. However, his/her registration will be treated as provisional and he/she has to submit the copy of Aadhaar Card at the time of admission, if provisionally selected.
Reservation for Rural, SC/ST, Girls & Disabled Children

FOR RURAL CANDIDATES
- 1. At least 75% of the seats in a district will be filled by candidates provisionally selected from rural areas of the district. The remaining seats are open which will be filled on merit from both Urban and Rural Area candidates of the district as per reservation criteria.
- 2. A candidate seeking admission under the rural quota must have studied in Classes-III, IV and V completing full academic session from the Government/ Government Aided/Government recognized schools located in rural areas. However, the candidate should study full academic session under rural area in Class-V from the same district where admission is sought.
- 3. Candidates studying under the schemes of National Institute of Open Schooling should produce their rural status certificate issued by District Magistrate/Tehsildar/Block Development Officer indicating that the child has been residing & studied in rural areas for the last three years.
FOR URBAN CANDIDATES
- A candidate who has studied in a school located in an urban area even for a single day of session in Class-III, IV and V will be considered as an urban candidate. Urban areas are those which are so defined by any Government notification as on the last date of submission of application for JNVST registration. All other areas will be considered as rural.
FOR TRANSGENDER CANDIDATES
- No separate reservation for transgender category candidates is provided and they will be included in Boys category for reservation purpose, under various sub-categories viz Rural, Urban, OBC, SC, ST and Divyang.
RESERVATION OF SEATS
- (a) At least 75% of the seats in a district are filled by candidates provisionally selected from rural areas of the district. The remaining seats are open which will be filled from Urban and Rural Area candidates of the districts on the basis of merit.
- (b) Reservation of seats in favour of children belonging to Scheduled Castes and Scheduled Tribes is provided in proportion to their population in the district concerned provided that in no district, such reservation will be less than the national average (15% for SC and 7.5% for ST) but subject to maximum of 50% for both the categories (SC & ST) taken together. These reservations are interchangeable and over and above the candidates provisionally selected under open merit.
- (c) 27% reservation shall be provided to the OBC students as per central list over and above reservation of SCs and STs. The reservations to the OBC students shall be implemented as per Central List, as applicable from time to time. The OBC candidates not included in Central list would apply as General Candidate.
- (d) Minimum One third of the total seats are filled by girls. In order to ensure 1/3rd selection of girls, girls may be preferred than boys as per NVS selection criteria, wherever necessary.
- (e) Rural-open seats are allocated block wise on the basis of Rural population of the concerned block as per NVS selection criteria.
- (f) There is a provision for reservation for ** Divyang children (i.e. Orthopedically Handicapped, Hearing Impaired and Visually Handicapped) as per GOI norms.
- **“Blindness” refers to a condition where a person suffers from any of the following conditions namely: -
- (i). Total absence of sight; or
- (ii). Visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses or
- (iii). Limitation of the field of vision subtending an angle of 20 degree or worse.
- **“Hearing Impairment” means loss of sixty decibels or more in the better ear in the conversational range of frequencies.
- **“Locomotors disability” means disability of the bones joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.
- **“Person with disability” means a person suffering from not less than forty percent (40%)of any disability as certified by a medical authority.

In order to optimally utilise the infrastructure and staff facilities available in Jawahar Navodaya Vidyalayas, vacant seats in Class-IX are filled up through Lateral Entry Test. During the year 2016-17, Lateral Entry Test for Class-IX was conducted in 550 Jawahar Navodaya Vidyalayas.
Eligibility Conditions
To appear in the Selection Test, a candidate has to fulfill the following eligibility conditions :
- Only those candidates who have studied in Class-VIII in one of the Govt./Govt. recognised schools of the district where the JNV is functioning can seek admission in Class-IX.
- A candidate seeking admission must be between the age group 13-16 years on 1st May of the year of admission for which the Selection Test is conducted. This is applicable to all categories of candidates including those who belong to the Scheduled Castes and Scheduled Tribes.
- The medium of Language for the Examination is English/Hindi.
Composition of Test for Class-IX
Admission Test consists of questions of Class-VIII standard in the following subjects.

The test is conducted in objective/descriptive of type 3 hours duration without any break.
Centre for JNVST Class-IX
The Centre for the JNVST Class-IX Examination is Jawahar Navodaya Vidyalaya of the respective district.
Reservation
The existing vacant seats in the SC/ST category, as notified, are reserved for the SC/ST students.
LATERAL ENTRY FOR CLASS-XI
Issue of Notification for Admission in Class-XI
The vacant seats available in each JNV is notified every year in the local newspapers by the JNV concerned of that district. The admission in Class–XI is completed by 15th July every year.
Eligibility for Admission in Class-XI
- Students seeking admission in Class–XI should be within the age limit of 14-18 years as on 1st July, of the year of admission.
- The candidate must have passed Class–X from a recognized school (affiliated to CBSE or any other State Education Board) of the district where the JNV is located during the academic session of the year of admission.
- The merit list will be prepared as per marks obtained by the applicant in the Class–X Board Exam and the admission will be given as per eligibility of candidate and the seats available in the JNV concerned.
- The candidates must have reasonable competency in English and Hindi.
